Watercooling Idea

Well I don't know if this is just plain stupid but, isn't there something in a house's water plumbing that makes the water cold? There must be since during those hot days in the summer it is still really cold. Maybe I'm just talking out my ass but if there actually is a cooling element inline a house's plumbing, coludn't you conjure something of the sort up and use it to cool your water?

i think it would be built in to the water heater of a house wouldnt it?

no there is nothing that cools your housess water. the water lines for any house/town are a seratin distance underground. thats y the water is cool.
