nope, video cards come with fans already on them, as well as power cords if necessary. basically you pop it in the agp/pci (depending on the card) slot and install the drivers and you're up and running
however, if you're gonna be overclocking the card, you may look into getting a separate heatsink that fits over the card... check out www.xoxide.com and look for VGA coolers
