Athlon's and Athlon XP's can be unlocked.

OC old PIIIs or those Thunder ones was always easy, but what the heck shall be done with these new ones?

Just cause the multiplier's on cpu's are locked dosen't mean you can't oc them,Like i said before go check the stickie's at the top of the oc section and you will learn more about it
