What exactly does "lapping" consist of? I've reseated many times...I need some new thermal paste for sure though...perhaps just a new HS/F so it can all be fresh :)
 
lapping is actually a machining term, it's usualy used in engineering and machining. Its a high tolerance finish in engineering terms, and for this application it just means to smooth the bottom of the heatsink for better thermal conductivity.

They max temperature for a 3.0GHz Prescott is 69.1C-73.2C, so you are pushing it with a temperature of 65C.

AMD processors are much better at handling high temperatures, for example, my XP3200+ max temperature is 85C.
