CPU Temp would be the motherboards reading, and is located somwhere on the motherboard near or under the chip. The diode temp is the reading directly from the chip, and is much more accurate. The lag in temp increase and low temp from the 'CPU Temp' reading is because the sensor is not directly on the wafer. Whats your diode temp at 100%?
 
My diode temp at IDLE is almost 50C, so that can't be right. However, my CPU temp is 27C at idle.

The HSF isn't hot at all at idle. And if it was 50C, i'm sure it would be.
