I have a fan to cool my computer and thats about it, my friend has the same but if it over heats it beeps like crazy and he needs to power it down, i dont mind if i have to power down but i dont wanna take the risk of mealting my computer, is it safe for me to overclock? if so where is a good tutorial and what is the most effective way?

I would not overclock unless I had some decent cooling. Get better cooling for your case (ex: new case with more fans, liquid cooling, etc.), and then overclock.

just take a look at your bios, if the temps aren't too bad already, try overclocking, but pay attention to those temps. and don't worry about something melting, as long as you keep an eye on how hot stuff is getting you're fine, especially if you have that overheater thing on the mobo, it'll shut your pc off immediatly
