rosewill 9600XT

i got a rosewill 9600XT 128 mb and its memory clock speed is supposed to be 1000MHz but with the ati overclocking tool i cant get it passed 350MHz....wats the problem?

According to ATI the memory speed should be 300, and you have a nice overclock
