Ram Timings Help & Ram Suggestions

Hey dont know much about Ram wish i could know alot more about it.
But i have a question im currently working on a new build,how do i know if Ram is good for OC, and is the higher the timing level the faster it is or if lower is faster?

These are 2 im looking forward in to getting,which one would you guys recommend?

The timings on this one are, Timing 5-4-4-15!
