download hwmonitor and post up your cpu and gpu temperatures.
CPUID - HWMonitor

What kind of cpu do you have? What graphics card?

To start off, I would be applying a little bit of thermalpaste on the CPU.

It maybe running a little hot, but I think this is his main problem.

You need a new power supply, if your thinking about adding a video card you'll want to replace the power supply with a more powerful one. Depending on the wattage output a "good" power supply can cost $50-$100 on "average". What video card are you thinking about getting?

No, your power supply is crapping out. Your 12 volt line is suppose to be 12 volts not 10.65 volts.
This power supply is a good brand name and it's pretty cheap.
