It is actually... 2nd place

The super overpriced e8600 takes the cake...

As for the OC'ing, best way is to find the recommended 24/7 voltage, raise it up to that, then start increasing the FSB by increments of 5-10, then start Stress Testing

The answer is no.

a 10% overclock on a 7300 would get you to around 3ghz.
Stock on the 8500 is 3.166ghz with 6mb l2 cache vs only 3mb on the 7300.
Plus if you were to overclock the 7300 why would you not overclock the 8500?
If cost is an issue then get the 7300 and you will be just fine.

4.0GHZ on stock volts is usually what an e8500 E0 can do. Sometimes even less than stock volts. Usually around 1.35v is able to do 4.2-4.5ghz. Thats a general idea of what you should be able to do.

Thank you!!! My questions have been answered.

Basically I used to have the money for a e8500 system....now I dont, and I want to try and get the best system I can for the money I got. Already made a post on the building PC's section, my original post was a request for the cheapest build that will run Starcraft 2 on high settings....but people around here work better with a set budget so I figured 600 would be reasonable....and the e7300 came up.

Thanks everyone once again, you are all a great help to people like me.
