Overclocking Pentium D 930 On Asus P5LD2-VM

So far I have 3.5GHz as a stable point at around 1.45V and what is the max Vcore i could put up to? Also my fan is very noisy and turns to 4000RPM after 2-3 mins after boot time and when I look into speedfan it shows that my cpu is around 75 degrees C or 170 degrees F which I think is hot. Is this a bit too high? The ambient temperature is around 28 degrees C and even if its not using the cpu it still gets pretty hot like 70 degrees C. Help me out with this problem please. thanks.

EDIT: Also I don't experience any throttling or anything and the max temp my cpu went is around 92 degrees C on load and i quickly stopped the program and it went back down to 80s and I thought i was frying my cpu so any idea?

id check in ur bios to get an accurate reading of the cpu temp. if it is that hot maybe lower the vcore and clock it down a bit or get a better aftermarket heatsink.
