Hello again, I recently built a new pc and I'm trying to overclock the GPU (just a little) using evga precision, and I was just wondering if it was normal when I change the GPU clock the little gauge jumps up to about 700 mhz then drops back down to 324 mhz. Is this just giving me a preview showing me what my gpu will run at if I overclock it or do I need to enable GPU overclocking in my BIOS settings?

I could've sworn I've seen an option for it on my motherboard but I can't seem to find it, anyway here is what I'm working with:

ASUS Crosshair V Formula
GeForce 660 Ti 2GB
8GB Ram 1600Mhz
AMD FX-8150 CPU

any help or recommendations will be helpful thanks!

GPU overclocking is software based only. When it jumps like that it is a usage spike because power saving features are enabled. Depending on your model the actual clocks are around 900 something and the boost in the 1000mhz range. You will only see these clocks during heavy GPU load like gaming.
