Find your max Core and mem clocks and then lower it by 10MHz, to be safe. Remember to run Artifact Scan to see if there is any problem. If there are artifacts, then lower it by 5-10MHz, until it becomes stable, and you see no artifacts, at all.

From the looks of it, it looks like it could. I'd recommend though, the VF900. Very much worth the extra money. Dropped my temps, by almost 10+ degrees.
 
The Thermalright HR-03 is a great choice as well. I have it on my x1950xt.
Its overclocked to 688/945(1890). This is using the ATI overdrive tool. I can take it higher using ATITool but the stability starts to go down hill.

Now as far as the stock cooling vs the Thermalright I did a comparison.

Stock Cooler(heatsink and fan)
IDLE: 55C
Overclocked: 90C

Thermalright w/92mm Fan + Arctic Silver 5 thermal compound
IDLE: 38C
Overclocked: 60C

Ambient Temperature:24C

This cooler isnt cheap ~$40 but a 30 degree drop in OC Temps is pretty amazing.
 
get a more efficient vf900 cooler, my friend pushed it to xtx speeds on his 512mb 1950xt, and he got somewhere near 725/1190 (with the vf900)
 
I've heard good things about the HR-03. Now if I can only convince my wife that I need about $60 (HR-03 and fan)...
