OK well i am building a rig for my buddy today and i picked him out a phenom x3 720 am3 chip
with a gigabyte MA790XT-UD4P AMD790X mobo and this kit of ram G.SKILL F3-10666CL9D-4GBNQ PC3-10666 4GB 2X2GB DDR3-1333 CL9-9-9-24 and for a heat sink just a simple arctic freezer 7 pro in an antec 300 case. i know i wont get much out of it with the selected heat sink but i have no clue about amd ocing. i am a very competent overclocker, I've pushed my q6600 up to 3.8GHz stable but its been years since I've oced that old 4000+ single core by .4 of a GHz lol.
 
Volts can go up to 1.9-2.0V, but only with extreme cooling (liquid nitrogen, etc), and most motherboards/PSU's may not be able to handle it.

Basically, volts should only be raised as far as would keep temperatures reasonable with your cooling.
