Apparently Diamond is going to offer an unlocked 4870. Maybe if somebody got their hands on one and grabbed the BIOS from it, it could be used for other 4870's...

unlocked? I didnt know that graphics cards can be 'locked'. What do u mean? Locked voltage? How can we tell if a graphics card is locked or unlocked?

the BIOS tells CCC to limit the maximum frequency you can overclock to.
