yes there are mobile Athlon 64's but I'm not sure about them in socket 939, I've asked them in an email and now just waiting for a reply
about 99% of the time, the reason you can't overclock further is because of heat
you get better cooling you get better overclockability
also, if the mobile CPU's produce less heat, they should be more overclockable
