i only want an AMD b/c I have never had one. All the computers I have ever owned have been Intel, and I want to change it up. And, I am on a budget.

Im not sure what else you need. A case and PSU will cost no more than $100. It sounds like you already have a monitor. Let us know if anything is missing.
I would stay away from Socket 478. It is getting outdated and LGA775 is cheaper, Also I would suggest a video card. PCI-E is cheaper also. A Radeon X300 PCI-E would be good.

Definitely go with AMD Athlon 64 3000+ socket-939. With the proper cooling device, you can overclock that to the extreme. I have that processor and upped it from 1.8 GHz to 2.6 GHz.
