i only want an AMD b/c I have never had one. All the computers I have ever owned have been Intel, and I want to change it up. And, I am on a budget.

Anyways, I think that a situation like yours calls for an Intel machine. An Intel will be able to handle multitasking and video rendering a bit better than an AMD.

MOBO: ASUS P4P800-VM Socket 478 Intel 865G Micro ATX Intel Motherboard - Retail

CPU:intel Pentium 4 3.2E 800MHz FSB Socket 478 Processor - Retail

RAM:CORSAIR ValueSelect 1GB (2 x 512MB) 184-Pin DDR SDRAM Unbuffered DDR 400 (PC 3200) Dual Channel Kit System Memory - Retail

OPTICAL: LG 4163B Beige IDE DVD Burner - OEM

Im not sure what else you need. A case and PSU will cost no more than $100. It sounds like you already have a monitor. Let us know if anything is missing.
I would stay away from Socket 478. It is getting outdated and LGA775 is cheaper, Also I would suggest a video card. PCI-E is cheaper also. A Radeon X300 PCI-E would be good.

Definitely go with AMD Athlon 64 3000+ socket-939. With the proper cooling device, you can overclock that to the extreme. I have that processor and upped it from 1.8 GHz to 2.6 GHz. For your money, it is definitely the best idea. If you want to look at it more, go here:

AMD Athlon 64 3000+ socket 939 @ 2.3 GHz
MSI K8N Neo2 Platinum motherboard
EVGA GeForce 6800 GT
2 GB DDR 400 (PC 3200) (2 x 1 GB sticks) (Dual Channel)
DVD player and seperate DVD RW drive
Floppy Drive
80 GB Western Digital Hard Drive
500 watt power supply
Sound Blaster Audigy
Logitech 5.1 surround sound speakers
SAMSUNG SyncMaster 710T LCD monitor
Aspire X Navigator Case
