I don't think it is.. because i7 965's stock speed is 3.20ghz, I think it goes to like 3.4ghz or something on Turbo

That's not what I meant... he said that turbo is 3.40, but mine is only 3.20.

download cpu-z here CPUID
and run it

He said turbo would make it 3.40GHz, so why does it say 3.20GHz?

look at the bottom left of that, it shows your current clocks, the middle part where it says 3.2 is your default clock.
