Default intel 3.6ghz overload prob

hello my brother and his friend both have a intel pentium 4 ht 2.8ghz and my brother overclocks his to 3.6ghz perfectly stable, and his friend doesnt, well with this music program they use on both computers runs at 69precent under load on the 3.6ghz computer and only 40 precent underload with the non ocerclocked computer, these computers are almost the exact same. why is it running bad on the overclocked processor, he has proubly been running this processor at these clocks for 4 months now
