How much can I overclock and not need a bigger fan?

I have a Pentium Dual Core Duo running at 2.14GHZ (OEM) and I have a 8800GTS Card, and 2 Gig DDR2 Ram, and its sitting on an Asus P5B Deluxe Mobo.

My question is, first, what is the best method to Overclock, and second, I have the CPU Heatsink, and a 250MM Fan on the side of my case. How can I overclock this PC, and how far should I go and be safe?

You have a Core 2 DUO cpu not a pentium D correct?

Yes, Core 2 DUO @ 2.14 GHZ Its the 6400 Model

ah Ok.

You should be able to go to 3.1 GHz with no extra voltage.

From what I've read is that you can't hurt that CPU chip if you do NOT change the volt on that thing,

IF it gets unstable you can just revert back to stock settings no harm done.

and temp stays relatively the same if you DON'T change the volt

let me know if I am wrong.
(don't do it the hard way lol, I mean someone who is more experienced with overclocking)
