How Do I know if My Power Supply is strong enough for Overclocking?

I've been doing a lot of overclocking lately, but I am beginning to wonder if my computer is holding me back from overclocking more because of the Undependable Power Supply. I have a 550w Lead Power PSU, but I have noticed that the voltages move up and down A lot, especially when using a lot of voltage.

How can i tell if I need a better brand of PSU or not? How are the voltages supposed to fluctuate?



Dangit! People have hit 2.7GHz with this CPU and I can't get mine much farther than 2.5GHz! What am I doing wrong?
 
or it just might be a dud core on top of ur unstable psu, happens sometimes
 
Lead? never heard of it. Its probably not the best or even close to good. Especially since I never heard of it. If you want tell me a budget and Ill find you a replacement.

What Brand name was that again?

I believe 2.7 is one of the highest on air so far now. I can only get mine to 2.53ghz Prime95 stable, but I could do more, if I had different ram. I believe even with watercooling any much more then that (2.7ghz) is almost not possible.
