Hotter than I thought

Hello.

I recently go some new bits which included a 64 3200 winchester skt939 cpu and a Asus Star Ice Fan which according to my mag is one of the best in the business.

I used arctic silver stuff and I got a standing temp in the BIOS at startup of 52 degrees on the lowest fan setting.

I was under the impression that it would be cooler and therefore letting me overclock.

Is this normal?
 
ive seen this cooler before, it isnt the best for that cpu but its not the worst either so u should have lower temps than that tbh how much artic silver did u put on because too much can have a worse effect than cheapy stuff. make sure it is seated on the heat spreader aswel.
 
I put a little on the metal back cpu and the heatsink botton, rubbed it in to fill all the pores and removed the excess.

I then covered the whole heatsink in a thin layer of the stuf and screwed on the heatsink, givin it a wiggle.

Is this correct?
