Default Good Target Temps for 1090T

Hey, so my mobo comes with a turbo boost function which cranks the 1090t from 3.2ghz to 3.8ghz.

Running at 3.8ghz, my cpu sits around the 30 degree mark. At 3.2ghz it sits at around 27.... Do i need ot load up the cpu to get an accurate reading on the temp? Or if its just running at that temp at that clock speed, processor load won't matter?

What are the safe maximum temperatures for a 1090T? I'm talking, conservatively safe.
My AMD Machine:
1090T Phenom II
Patriot Signature 1333 DDR3 4GB
PowerColor Radeon HD 6870
1TB WD 7200rpm SATA3
-Tenk- is offline
