I seriously think you can save on the sound card. Unless you have nice speakers to with it a $110 sound card can be spared when on a $700 budget. By all means get it if you can afford it...but for the sake of saving $110 now and getting it later when you can afford it (and it might be cheaper) i'd go with something cheaper.

If you want a shuttle board and are on a budget, go with the AN35(N)
$69.95 at www.tigerdirect.com, Item #: S451-2034

For case the Soyo CX-5959 LAN party case. Comes with Power Supply, Speakers, Keyboard and Mouse.
$49.99 Item #: S450-4010

For ram I second Musjunk22.
$155

video card Chaintech GeForce FX 5200 / 256MB DDR / AGP 8X
Although it's not the best it should be adequit
$49.99 Item #: C460-7006

Processor Athlon XP 3200+ 400fsb 2.2 ghz. You can probly find it cheaper else where. Retail box at Tiger direct
$209.99 Item #: CP1-XP32004B

HDD Maxtor / 80GB / 7200 / 8MB / ATA-133 / EIDE Hard Drive
I recommend this one as it has a 8mb buffer and is ATA133 all the competitors listed on the website where either ATA100 or only had 2mb buffers. I have used many maxtors and have never had a problem with them other then they are louder then seagate or WD.
$69.99 Item #: THD-80M8

these are the main components, so far we have a total of $605.00

How about CD-RW? DVD rom? Sony CRX320A/U / 52x32x52x CD-RW/ 16x DVD-ROM / Nero Software / CD Burner
$59.99 Item #: S167-3252
(watch out for OEM drives as they usually do not come with software)

I recommend upgrading the power supply to a antec but that is your choice.

At $700 your pretty much covered except a monitor, printer and software.

pretty easy, with a manual it's even easier. can be done in an hour or two, even faster if you are confident. i suggest checking everything though as you do it so you know it's all put together firmly/securely.
