just buy a scythe ultra kaze and make a vented box for it (grab some plexi, cut a few slots in 4 narrow rectangles and glue them to the fan, then add a bottom cover)... you'll only need about 5 square cm to satisfy that fan's flow
why does it need to be specific for the bottom... just add a grill/filter to a normal fan and it'll be fine
you could probably just get a GPU cooler and an HDD cooler for 50 bucks which will be much much more effective..
