It's included in XP. Go to your start menu, click on help and support, System restore is under the technical toolbox section.

To change the settings of "System Restore" Go to your start menu and right click on "My Computer" then select "Properties" Click on the "System Restore" tab.

Sometimes XP will create a Restore point when you install/delete software, or Make changes to your system.
