Default Cooling AMD Sempron

I am building a computer in the near future and will use an AMD Sempron 2300+. I have two questions.

1)Will I need cooling paste or whatever. It includes a heatsink and fan. I am purchasing it from NewEgg.

2) Doesn't really belong in this section but didn;t want a second post.. Is the $74 NewEgg wants a good price?
