Why not just get an 11" or 15" touch screen, seal it up with hidden vent tubes that help it with air flow, and link it with the computer under the counter via USB cables.
Then you can control the screen with light taps even thou its sealed up, and you don't have to do more than run a couple of cables.
Also, I know for a fact there are water sealed touch screen LCD out there. They use them in Car computers and police computer systems, and they aren't that expensive when it comes down to it. Check places that sell "car computer" equipment.
