Cases and Watts

Hey,

I am going to build a pc this coming summer, and i am tight on money, i have all my internals selected but am clueless on what kind of power my power suppy should give me.
With:
AMD 3200+ CPU
ASUS A7N8X-E Deluxe MB
Corsair XMS 1 GB ram (2x512/3200)
Lite On- 52x34x52 CD/RW
Floppy Drive
Western Digital 40GB/7200 rpm

and most likely a ASUS ATI RADEON 9800PRO/380MHz

do you think a 350 watt power supply/case will handle this ?

or should i go with the 420 watt power supply/case

if i go with the 350 watt i will probly add 1 or 2 more case fans

like how do i tell wether or a power supply is good... for example the one in that 95$ case ?

by looking at the power supply itself, ignore the case. antec, enermax are well know good PSU makers. the enlight i mentioned i have confirmed is good even though cheap.
 
I have the yellow Aspire case w/ window & blue LEDs, the power supply works fine. My components are listed in my signature.

The only complaint I have is when I first start my computer, it makes a weird noise, like something grinding (might be fan) but it only last about 10 seconds then it's done. I'm not sure what causes it to do it, but it has never happened while the computer is running, only when I turn it on. It only started recently, and I've had the computer for a couple months now.
