Cardboard washers.

I am building a new computer for someone. And the case that I bought for the computer comes with cardboard like washers. Now to properly install those, do they go under the screw but on the top of the mobo, or under the screw and under the mobo?

On top of mobo, between the screw's head, to make sure no circuitry is touching the screws,
