Bios/software Voltage readings?

Ok, I never really worried about the volt readings in the bios because I never overclocked before. But I decided to try it out, and I am seroiusly worried about my 12v rail. It says its only getting 11.89, and also when I dled Motherboard Monitor 5, It said I was getting even less, 11.82. Is this normal? The 3.3v is overvolting, and the 5 is just on target. Is it my power supply, or is it just the wacky monitoring chip?
 
Voltage within +/-5% of where it should be is acceptable, therefore you are fine. Rails are almost never 100% on target 24/7, however this is why people here will always recommend the better manufacturers. They make their PSUs with better capacitators and therefore the rails are more steady/strong.

As long as it isn't under/overvolting more than 5% or fluctuating like mad under load you are fine.
