Default Best Budget OCing CPU

Hey guys,
I am looking to play with overclocking a little more and I need some opinions on the best budget OCing processor. I was thinking Intel's E2140 but I also want to game a little bit with the computer. Can you guys provide me with some information in regards to what I am looking for? I want to just buy a few pieces at a time to this computer and just make it a little project.
Oh.. and a mother board to match it please.

abit ip35-e/E2160/E2180 or the one you mentioned. I don't know how high you want to oc but anyone of those three. I personally am getting the E2180 because I want to try for a high clock 4ghz or somewhere close to it.

e-2160. I think it was maroon1 that showed me a 3.6ghz complete stable overclock on one.
