Default Barebone mobo's

I am thinking of buying a refurbished and barebone mobo. What exactly does refurbished mean, and is it worth it? I know I will have to buy the IDE cables and all that, but it ends up being 40 $ cheaper... Please Respond.

Refurbished means it was broken and they fixed it. They can be a good deal unless it breaks again which is more likely to happen since it was broke and repaired.
