any such thing as CPU temps to low?

No clue, but it's gotta be in the negative numbers since people run phase change at -45C without such things happening.

Happened to Tom though when he had -196C with liquid nitrogen though lol

Yeah there's been a lot of talk that ABIT motherboards give out dodgy readings.... not sure whether your board is ABIT or not

The AV8 3rd eye is very prone to doing that u will get 1 reading from the bios and then a differant one from the 3rd eye thingy

lol tell that to jak with his like 22C P4 2.4GHz processor :p

I suspect he gets bad readings on that board.

nah man, my old 2.5 williamette would run under 28 with just a coolermaster cpu thang

Hard drives can be permanently damaged in temperatures below -10 celcius, altough it depends on hard drive..
But I wouldn't recommend below zero temperatures for hard drives..

lol yeah, I don't think too many people are out to cool their hard drive below even 20C

CPU's can get very cold before they are damaged, actually they run way better when very cool. (50-60 Farenheit) Instead of the normal 100-130 degrees Farenheit. No worries, you wont be getting that cold to hurt your CPU.
