Default ? about exhaust fan

I installed a vantec 92mm stealth fan. It barely blows out any air and Intel active monitor shows it running at about 700rpm during normal pc temps and about 1000-1100 when Im playing a game.

If I use a 3/4 connector and connect it to a 4pin would that make it stay at a higher rpm. Right now it just connects to the 3pin slot on the MB.

I purchased a Zalman Fan mate 2 for it but at max rpm it shows at 650rpm and at the lowiest setting it goes down to like 275-300rpms, so basically i ditched the fan mate 2.

well when you plug the fan into the motherboard, the fan speed is adjusted to increase when the temps go up. so have you tried to plug it into a 3pin to molex connector and plug it directy to your psu that will get the fan at full speed.
