P4 generally refers to the additional 4pin square shaped 12v ATX connector that is most often used in conjuction with existing PCI-E based boards. The connector is often nicknamed the "P4"

Yes the PSU will work, it is garbage, but it will work just fine. Just make sure your motherboard is a 20-pin.
