phase change is more of a refrigeration vapor system for your cpu....temps reach as far down as -150deg. Depending on how your setup is built. Watercooling can be chilled, but only as cold as the radiator can get, which of course is cooled by fans.

doesn't the Phase Change cooling turn off after the Temperature goes to a certain point? like Jseber used to complain about that a lot

depends on the system you have...but im pretty sure the retail versions( like the prometia) does that.
