1.8ghz p-4 sadness wanna help me get a new cpu

I'm 15 dont have alot of money and really want to upgrade my cpu (right now it is a 1.8ghz pentium 4 i didnt even know they made them that slow... unfortunately i also want internet faster than 56k (btw my connction speed is about 28kbps) and my parents are making me pay for it.
