Help building a low-budget gaming PC

I'm looking to build a fairly low budget gaming PC, but I must admit that I'm a bit out of the loop as far as current tech goes. I've been researching left and right, but I think I'm still a bit under-informed.

My current budget is in the sub-$700 range. I'm not including monitor, keyboard, mouse, or cd/dvd drive in that, though.

I'm going to be doing alot of photo-editing, and possibly some video editing on this computer, as well as lots of gaming, especially games like Oblivion and Medieval Total War 2. So, if it runs those games well, I'll be happy. I don't intend to be doing alot of FPS gaming; just a few RPGs and lots of RTS gaming.

I've been looking at buying a barebones system, but I haven't been too impressed with what I've found, so at this point I'm thinking I'll build from scratch.

The current processors I've been looking at are the Athlon 64 X2 5200+, and Intel's Core 2 Duo E6400, I'm not sure if these will be fast enough though. Any help on this, and recommendations for the rest of the system would be greatly appreciated. Thanks!
