What is This Program Called?

My brother recently told me over the phone that he got this new software for his computer. He said he could speak into a microphone to dictate a command to open any “exe” program in his Windows XE computer at home. He also shared with me how he could clearly speak what he wanted to say within a lettered document without having to do many corrections. However, I can’t remember what the software is called because he said it so fast over the phone. Do you guys know which software does this type of dictation?
