I have a DVD/CD device (manufacturer Sony, but it is an OEM device and so Sony won't give me tech support). It reads DVDs fine, but it has suddenly stopped being able to read CD's...in fact, it does not even see them in there.
I've been able to play DVD movies on my computer, but can no longer play music CD's, run CD programs, or even put in a blank CD to burn it, because it does not recognize that there is a CD on the tray.

It worked fine the last time I used it for a CD, which was a few weeks ago.

I ran device manager, which says the device is working properly.

I can't figure out how to troubleshoot this issue.

Have you tried going to the sony site and download/install the latest driver for it. It might be a corrupt driver.

Try cleaning the drive with a CD cleaner disk. NB a dvd cleaner disk will not touch the CD section as the location of the lasers are different.
Alternatively replace the DVD/CD cable. They can go bad for no obvious reason.
You need two cleaning disks, one for the DVD and the other for the CD. You may have to clean more than once.
If it doesn't work and you have a spare bay, buy a cheap CD player and install it.
