problem opening (.si_f) files

I am trying to make an XP sp2 Boot CD and need to edit the RISTNDRD.si_f file to add the corporate product key.

Every time i try and open it in notepad etc i just get jibberish like:

I have looked and looked for programs to open and edit these file types but cannot find any.

Microsoft says it should open in Notepad but i am having no luck.

Can anyone help?

That should be able to be opened by right clicking on the file. Use the Open with or Open command and choose Notepad.
 
Thats the problem, it wont open with notepad or any other text editor. I have tried everything to my knowledge.

All i want to do is edit a line in the RISTNDRD.sif file to allow the windows installation to accept the serial to save us having to endter it everytime there is a build.
