The computer wont start up?!

what IBM machine is it the model etc,

I presume by short it means shorted out not a good thing and by card it will mean a loose graphics card or ram.

the model type is IC35L090AVV207-0 and is it as easy to remove the graphics card as it was for the ram? and which one is the graphics card?

the graphics card is the one where your monitor cable plugs into and its normally easy to remove, unscrew then take out. Some have locks on the actual slot so make sure to check if theres any mechanism to it.

but where the monitor cable plugs into there is this box thing do u mean open it or taking that out or is it a noticable card?

is the monitor cable plugging into the pc where all the other ports are as in not in one of the bottom expansion slots? if thats the case you have onboard Video.

can u give me an idea what the video card looks like is it some big disk like the ram or something? and yes there is a box thing where i plug in the monitor its like a 2002 computer i think thats what the thing says is it that told?

also about the ram are you mixing it up with the hard drive? you said big disk? thats the hard drive the ram looks like this:
