I know this is a newb question but do the processors come with thermal conductive paste?

However, note that if it is OEM (as opposed to retail), it'll just be the processor...no paste/fan/etc!

And if you want to overclock it, then you will want Artic Silver 5 and an Aftermarket heatsink such as the XP 90, 120, TT Big Typhoon, Scythe Ninja or a zalman 9550 (Or was it the 9700, can't remember)

alright my last question is do I need to spread the paste completely over the top of the processor or just put a little in the middle?

No, A single dot in the center, no Bigger than a cooked piece of White rice. The heatsink being placed down will do all the spreading.
