Is an Intel Celeron D worth $99?

I am trying to purchase a computer for my mother, she just needs something to check her email with etc. The following computer is on sale for $99 after rebates, is it worth it? My concern is with the Celron D processor, will this machine just be to slow?

Celeron D is perfect for a basic computer.

Just maybe up the ram and it will be good to go

Yeah it's possibe,Just need to see what the max cpu is that the motherboard can handle.
