Safely Remove Hardware in System Tray

Most users know that with XP, if you have some sort of USB device plugged in, i.e.: a USB storage key or USB HDD chassis, you will have the little "Safely Remove Hardware" icon in the system try. I just rencetly built a new system and although my USB HDD is turned off, that icon is always sitting in the system tray. On my previous system, when the USB HDD was turned off, it would go away.

Any ideas? Could it be a feature implemented in recent Windows Updates?
 
It does that for both of my SATA drives. E'en the C: drive which is SATA. I just learned to ignore it.
 
right click the icon, then click safely remove hardware and tell me what it says under hardware devices, it may not be your usb cuz once it is unplugged, it should be gone
 
The same thing happens on my machine. Even when my USB flash drive isn't in any of my USB ports, the little icon still comes up. If I select "Safely Remove Hardware" and select to remove the USB flash drive that isn't in my computer it will go away, but I generally just ignore it.
