I know that he doesn't have to get a new one, just don't want him to use the thing WITHOUT the heatsink/fan, that wouldn't be very good

That's great and cheap. However P4 has been slowly phased out. The current technology is core duo, core 2 duo, and quad core. You would be better off slamming down 1500 and build a new pc.
