Im dreaming of a silicon christmas

Ok, so ive built this new machine, and i really can't complain. But the one place where i am underpowered is graphics. Im thinking of moving up to one of the better DX9 cards. I have this one picked out, and it looks pretty nice. It's got passive colling, and it's within my budget.

Also I need to replace my PSU, because it's going to die in a few months(according to about half of the people on newegg.) I picked this one out, since it wasn't too pricey, and had strong reviews.

When i replace my VGA card what am i going to have to do? when do i install drivers ect(i had someone do this for me first time around, and i don't wanna have to pay for someone to do it again.) Also how much do you think i can get on ebay for the card in my sig, and an antec 500w smartpower psu? If you wanna suggest a different GPU, i don't need passive cooling, as long as the card isn't too loud, cause the one i have now is a jet engine when i play games. As for PSU's i would like a silent one, because the one now is making this high piched whiney noise, and it's giving me headaches. Im actually gonna reboot and see if that helps.

Wow a lot of views and not many posts, lol. Im basically just asking if you guys think what i picked out is good or not, and if not then suggest some alternatives. I have plenny of room in my case for that GPU.

It looks like a good PSU, but thats kind of expensive. Thats almost 100 dollars more than what i picked out. I could afford it, but i don't wanna spend more than i have too.
