same card agp vs. pci-e ?

ok my question.... if i were to get the same card agp and pci-e the pci would be better? becasue it runs at 16x and the agp is 8x? im jsut trying to figure this out about the slots and stuff.... oo and my a+ teacher was talking about pci-e running at 150 and they are making 300 and 600 cards now and i had noo idea what he was talking about but it was friday and we didnt feel like doing work so we let him talk ? any idea what he was blabbering about?

that depends if your pci-e card is running at 16x or not

i dont think any cards right now run at the full speed the expansion slot was designed for
