Image Transparency Editor

Does anyone know a free photo transparency editor? I need a trnasparency editor that will enable me to apply transparency in free-hand.

I know in MS Word you can set transparency, you could overlap pics, set transparency and then copy the image to paint or something (using print screen)

i am thinking that free-hand doesn't have transpareny since it is a vector graphic program like illustrator.

i just actually need a simple program dedicated for this purpose. just to set the transparency of an image in free hand mode. icon suschi can do that to icon-sized images.

i tried downloading serif draw plus 4 but it can only set gradients. MS Photo Editor can also set the transparency but it does not support free hand.

it will be better as well if it will be a freeware not a commercialware.
